Outsourcing to Kosovo: the numbers behind the pitch.

Kosovo is a small country with a working software export industry, on Central European Time and in euros. This page is the case for the country. The page next to it is what working with Codeks here actually involves.

Why Kosovo

Five things that are true about the place.

A software export industry, not a promise.

ICT services are among the few things Kosovo exports at scale. Exports reached €347 million in 2024, a fifth more than the year before, mostly to Western Europe and North America.

Europe's youngest population.

A large share of the workforce is under thirty-five and grew up on English-language internet. Computer science is one of the most popular degrees in the country.

Central European Time.

The working day lines up with Berlin, Zurich and Vienna, and the afternoon overlaps with the US East Coast. Nothing waits overnight.

The euro, and an EU-aligned legal frame.

Kosovo uses the euro, so there is no currency risk on a European contract. Company law, data protection and contracts follow EU models.

English and German as working languages.

A large diaspora in Germany, Switzerland and Austria means German is common in the industry, alongside English. Daily written updates arrive in the language your team reads.

What Codeks offers from here

What outsourcing to Kosovo looks like with Codeks.

Codeks is founder-led: the senior engineer on the scoping call is the one who writes the code. That is the whole pitch, and it is also the limit, so here is exactly what can be outsourced.

A fixed-price build

An MVP Sprint at $5K fixed or a Product Build at $10K–$25K, scoped on one call and delivered to a date in the contract. Miss the date and the second half is waived.

A senior engineer on retainer

from $3K/mo for 60–80 senior hours a month, month to month, from the engineer who built the product. One planning call a week, daily written progress.

Vetted engineers through TalentFlow

If the need is a team rather than one person, TalentFlow, a Codeks product, screens engineers with an automated code assessment before anyone reads a CV. Scoped on the call.

Rescue of a stalled build

Prototypes and half-finished products that never reached production. The first week is an honest written assessment, then a fixed price to finish.

Everything in your accounts

Repository, cloud, database, payment provider and app store listings are yours from the first commit. Nothing to hand back, nothing to be locked into.

Not offered

Dedicated DevOps or security teams, call-centre or BPO staffing, and body-leasing by the hour. Plenty of firms in Pristina do those; this one does not.

How it starts

Four steps from first call to first commit.

  1. Intro call

Thirty minutes, no deck. What the product is, who uses it, what exists already. NDA signed first on request.

  2. Scope in writing

A one-page scope with a fixed price, a start date and a launch date, or a retainer with hours and a weekly cadence. Nothing starts without it.

  3. Engineer, or team

One senior engineer starts on the agreed Monday. If the scope needs more people, candidates come through TalentFlow with their assessment results attached.

  4. Working software

A deployed URL with the core flow by day five, a live demo every three to four days, and daily written progress in a shared channel from the first week.

Questions

What people ask before they book.

How much cheaper is outsourcing to Kosovo?
Codeks does not quote day rates, so the comparison is on the fixed price: $5K for a web app with auth, one flow and Stripe in two to four weeks, $10K–$25K for web and mobile from one codebase. Those numbers are published before the call, and they are lower than a Western European agency's for the same scope because the overhead is lower, not because the engineering is.
Is it a team or one person?
One senior engineer, start to finish, for builds and retainers. That is a feature for products up to the $10K–$25K band. For a larger team, TalentFlow supplies engineers who have passed a code assessment, and the arrangement is scoped on the call rather than promised on this page.
What about contracts, invoicing and data protection?
The contract is with CODEKSAI L.L.C in Pristina, in English, invoiced in US dollars or euros. Kosovo's data protection law follows the EU model, and your data lives in your own cloud accounts in the region you choose, never on Codeks infrastructure.
How does the time difference work with the US?
Kosovo is six hours ahead of New York and nine ahead of San Francisco. Mornings in the US are afternoons here, so there is a shared half day for calls, and written progress is waiting when your team logs on.
